According to the explanatory note, the purpose of this document is to create a unified legal mechanism for regulating tariff policy in the field of waste management, which will ensure transparency and economic justification of tariffs, as well as prevent their unjustified increase.
The document is also aimed at improving the accessibility of public services for all population groups, stimulating effective waste management, enhancing environmental safety, and creating sustainable conditions for service providers. It provides for the alignment of national practices with international environmental standards.
The draft proposes to approve a unified procedure for calculating tariffs for garbage collection and disposal. Authorized representatives of the president in the regions and local authorities will be required to monitor the implementation of this resolution within their competence if it is adopted.
Local self-government bodies are recommended to actively participate in managing the process of calculating and setting tariffs.
