Export of mineral fertilizers from Kyrgyzstan may be temporarily banned

The Cabinet of Ministers of Kyrgyzstan has submitted for public discussion a draft resolution proposing to temporarily suspend the export of mineral fertilizers outside the customs territory of the Eurasian Economic Union.

The planned duration of the ban is six months and will take effect five days after its official entry into force. However, this restriction will not apply to international transit and humanitarian assistance provided by the government.

The draft also states that the ban will not extend to the return of mineral fertilizers if non-compliance with quality standards is established during their export.

The Ministry of Economy and Commerce must notify the World Trade Organization and the Eurasian Economic Commission about the introduction of temporary restrictions within three days after the resolution comes into effect. The Ministry of Foreign Affairs is tasked with informing the Executive Committee of the CIS about this.

Control over the illegal export of mineral fertilizers will be assigned to the State Customs Service and the Border Service of the State Committee for National Security.

In addition, the draft provides for the cancellation of a previously imposed similar temporary ban.
