According to this proposal, starting from January 1, 2026, retirees from the Ministry of Internal Affairs, the State Penitentiary Service, the State National Security Committee, as well as from the Ministries of Defense and Emergency Situations, the Border Service, the Prosecutor's Office, and the Special Communications Service of the Ministry of Transport will be able to use free transport in Bishkek and Osh.
This benefit will be available to men who have reached the age of 50 and women over 45, provided they are registered at their place of residence in one of these cities.
The draft also includes clarifications regarding the compensation of transportation companies' expenses. In particular, it is proposed that when introducing benefits, compensation for lost income of carriers will be covered by the republican budget if the decision is made by the Cabinet of Ministers, and by local budgets in the case of decisions made by local councils.
The Ministry of Finance has been instructed to allocate the necessary funds for compensating carriers' expenses in the republican budget for 2026 and subsequent years. The mayors of Bishkek and Osh have also been recommended to take measures to implement this initiative after its approval.
