The purpose of this document is to improve the organizational structure of the Ministry of Finance and enhance the efficiency of municipal authorities.
According to the new provisions, the Ministry of Finance has been granted expanded powers in personnel matters. In particular, the list of positions for which appointments and dismissals will be made by the ministry's leadership has been clarified. The right to apply both incentive and disciplinary measures in accordance with current legislation has also been established.
A new version of the management of the Ministry of Finance has been approved, and the limits on the number of its employees have been changed. Starting from January 1, 2026, the staff count will increase, including additions from departmental divisions.
In addition, changes have been made to the documents regulating the work of local self-government bodies in the context of administrative-territorial reform, as well as the typical structure and staff count of the city administrations of republican significance.
The Cabinet also recommended that municipalities create financial management departments. The Ministry of Finance has been tasked with working together with the city administrations to address issues of reallocating staff units, material resources, and property, as well as ensuring the employment of released workers in accordance with legislative norms.
This decree will come into effect in a week.
