The Cabinet of Ministers has presented a draft resolution that will be discussed by the public. This document is aimed at implementing Articles 102-2, 102-3, and 102-4 of the Code of Offenses and seeks to strengthen accountability for violations of students' rights in educational institutions such as schools and kindergartens.

The draft includes amendments to several regulatory acts.
One of the key points is the introduction of a direct ban on unjustified refusal to admit children, illegal fundraising, as well as psychological pressure on parents and students in schools and kindergartens.
Responsibility for such actions will be placed on teachers, directors, and educational institutions.

In the field of initial vocational education, the powers of leaders are being expanded. Directors will be required to monitor the quality of student training, protect students' rights, and ensure the preservation of the material and technical base. There will also be accountability for teachers and management for illegal restrictions on access to education.
The draft also includes a ban on the use of schools and kindergartens by public funds and other organizations for fundraising, which is not provided for by current legislation.
Violating these requirements will result in administrative liability.

The Ministry of Education and the Ministry of Internal Affairs have been tasked with conducting explanatory work among the leaders of educational institutions, teachers, and parents.
