This draft aims to modernize the rules for student admissions to colleges, in accordance with the new law "On Education," which was adopted in 2023.
The current admission procedure was established by a government resolution dated July 4, 2012. The new law proposes changes to the enrollment process in secondary vocational education institutions.
According to the new document, graduates of primary vocational education of the relevant profile will be able to study under accelerated programs that take into account the results of their previous education.
Admission to colleges for those who have received basic or secondary general education will be based on the results of nationwide testing. The testing will be organized by non-governmental non-profit organizations specializing in independent assessment in the field of education. Each year, the threshold scores for admission will be determined by the authorized state body.
According to the law "On Education," admission to colleges based on secondary general education will begin on September 1, 2025, and the draft of the new admission procedure includes a separate chapter regulating this process.
In addition, the document updates the terminology in accordance with the new law: the term "budget places" is replaced with "state educational grant," and the term "spuzy" is replaced with "educational organization."
