
The draft resolution stipulates that the six-month ban on timber exports will come into effect 15 days after its official publication and will actually start operating three days after its entry into force. Humanitarian aid provided by the government will be exempt from this ban.
According to the Ministry of Economy, the main goal of this project is to prevent the re-export of timber that comes to Kyrgyzstan from EAEU countries. The justification for the document states that forest resources in the country are extremely limited: timber harvesting is minimal, and domestic production of products is almost entirely dependent on imports. For example, in 2024, Kyrgyzstan imported 69,932.5 cubic meters of sawn timber, of which 64,020.5 cubic meters came from Russia.
The ministry also noted that a similar ban was in effect in 2024. The reintroduction of this restriction is related to non-tariff regulation measures within the EAEU, as the Eurasian Intergovernmental Council previously recommended that Union countries apply export restrictions or quotas on certain goods, including timber.
