It is proposed to introduce this ban for a period of up to six months for goods with code 7204 of the EEU Customs Tariff.
This draft was initially developed in 2022, and now the ministry proposes its reintroduction.
The draft resolution includes the following measures:
- Extension of the ban on the export of scrap and waste of ferrous metals for a period of up to six months;
- The ban only applies to raw materials, while the export of processed products remains permitted;
- The measures comply with the provisions of the EEU Treaty, which allows for the introduction of temporary restrictions for up to six months on trade with third countries.
In Kyrgyzstan, there are five large processing companies that have a total capacity of about 490,000 tons per year. Previously, the government of the Kyrgyz Republic imposed export customs duties on scrap and waste of both ferrous and non-ferrous metals to support metallurgical enterprises. However, according to statistical data, these duties did not show sufficient effectiveness in reducing export volumes, as stated in the document.
According to information, the export of scrap ferrous metals from the country decreased by more than 10,000 times from 2022 to 2025. There is also a decline in the import of scrap — from 92.8 tons in 2022 to 20.6 tons from January to October 2025.
The developers believe that the reintroduction of the ban will help ensure the supply of raw materials for existing production lines and meet the high demand for quality secondary scrap metal in the domestic market.
