Changes to the laws on subsoil, pledges, and waste have been put forward for public discussion

The Government of the Kyrgyz Republic has initiated a public discussion of a new draft law that amends several key legislative acts, including the laws "On Subsoil," "On Pledge," and "On Production and Consumption Waste."

The main changes concern the clarification of terms in the field of subsoil use, regulation of the secondary processing of technogenic waste, as well as the use of overburden. Additionally, it is planned to revise the mechanisms for transferring rights to subsoil resources.

The proposed draft law includes a ban on using subsoil use licenses as collateral, clarifies the rules for licensing and land reclamation, and establishes legal foundations for the processing of waste related to subsoil use.
New terms are also introduced, such as "inert materials," "non-metallic minerals," and "common minerals." Furthermore, the document details the conditions for extending licenses and terminating rights to use subsoil resources.

Some changes pertain to transitional provisions, including previously issued certificates for the extraction of sand and gravel materials and existing pledge agreements for licenses.
