During a working trip, the presidential envoy in the Chui region, Azamat Osmonov, conducted an inspection in the village of Shamsy, located in the rural district of Onbir-Zhilga in the Chui region. He discovered that a number of enterprises were extracting sand and gravel mix and loam from the riverbed without the necessary permits.
This is a violation of the legislation of the Kyrgyz Republic in the field of subsoil use, according to which the use of subsoil, including the extraction of sand, gravel, and loam resources, is only possible with the appropriate documentation.
The law also establishes a strict procedure for obtaining extraction rights, including a ban on work in the riverbeds and on the banks of water bodies without proper approvals.
In connection with the identified violations, the envoy demanded an immediate halt to all work being carried out without the necessary permit documents. The materials have been forwarded to the national security agencies for action in accordance with the law.
A. Osmonov noted that the sudden inspection was conducted based on complaints and appeals from local residents, as well as considering that the Shamsy River is regarded as a water body that can flood the settlements when water levels rise. Furthermore, it was emphasized that the lack of proper control by local authorities over compliance with environmental standards and nature protection requirements could lead to serious consequences, including natural disasters.
The envoy emphasized the unacceptability of such violations, especially during winter and flood periods, when the safety of citizens is a priority.
