According to information published by Turmush, the order was signed on December 3, 2025, by the Chairman of the Cabinet of Ministers Adylbek Kasymaliev.
Before his new appointment, Zhantaev worked as an inspector in the department for monitoring the implementation of decisions, which is subordinate to the President and the Cabinet of Ministers in the Presidential Administration.
He also has experience working in national security agencies.

Previously, the Plenipotentiary Representative of the President in the Chuy Region was Azmat Kyrgyzbaevich Osmonov, who was appointed to this position by the order of President Sadyr Japarov.
Since April 20, 2023, Osmonov has headed the department for monitoring the implementation of decisions of the President and the Cabinet of Ministers in the Presidential Administration.
He succeeded Kanat Jumagaziev, who held this position earlier.
