Children under 16 in Kyrgyzstan no longer need registration to obtain a passport.

Since January 23, 2023, the conditions for submitting documents for obtaining a civil passport of the Kyrgyz Republic for children under 16 years old have been simplified. This was reported by the press service of the state institution "Kyzmat".

Now, it is not required to provide proof of registration at the place of residence (registration), which was previously a mandatory condition.

If one of the parents cannot be present when applying for a passport for a minor, notarized consent can be obtained through the "Electronic Notary" information system. This allows employees to verify the consent using a unique code from the applicant, as stated in the message.

All powers of attorney issued in the territory of the Kyrgyz Republic are integrated with the automated information systems of the Public Service Centers (CОN).

Additionally, as reported by the state institution "Kyzmat", it has become possible to remove citizens from the registration account at their place of residence and stay based on a notarized power of attorney. Previously, the personal presence of the registered individual at the CОN was required for this.

For citizens who are changing their ID cards, a new reason has been introduced - the change of nationality of one of the parents.

All the mentioned changes were implemented in accordance with the resolution of the Cabinet of Ministers of the Kyrgyz Republic No. 856 dated December 31, 2025, as specified in the message.
