In the documentary film "Five Years - The Beginning of a New Era," Akylbek Japarov, who previously held the position of Prime Minister, spoke about how the construction of a single school stretched over two decades.
He noted that from 1990 to 2000, state finances were so limited that funds barely covered salary and benefit payments.
“Our presidents were forced to constantly seek assistance from abroad to obtain grants and loans. If we analyze the overall budget of that time, from 1990 to 2000, it was barely enough for salaries, servicing external debt, and the remaining funds were allocated for the construction of schools and other facilities. Thus, we reached a point where the construction of a single school could take 10-20 years,” he shared.
