A new automated information system called the "Unified System for Providing State Subsidies to Seed Production Farms of the Kyrgyz Republic," or AIS "Subsidy," is functioning in the Ministry of Agriculture. Its development was carried out by the State Institution "AgroSmart," as reported in the agency's press release.
The main goal of the AIS "Subsidy" is to digitize and automate all stages—from submitting applications for subsidies to their review and accounting, as well as ensuring the monitoring of seeds and controlling their intended use.
This system is designed to increase the transparency of processes, minimize corruption risks, and provide the formation of analytical reports in real-time.
Among the key features offered by the AIS "Subsidy," the following can be highlighted:
- online registration of users with clear delineation of access rights for seed production farms, agricultural producers, district commissions, and the Department;
- electronic submission of subsidy applications with automatic verification of entered data;
- document flow in electronic format using digital signatures;
- conducting online meetings of commissions with subsequent formation of electronic protocols;
- monitoring the movement of seeds, including inter-district supplies and logistics;
- creation of electronic acts on the intended use of seeds with photographic and GPS documentation;
- centralized electronic archive and the ability to generate analytical reporting.
