More than 10,000 violations of environmental legislation identified in 2025 in Kyrgyzstan

According to the results of 2025, the Ministry of Natural Resources, Ecology, and Technical Supervision of the Kyrgyz Republic summarized the findings of inspections conducted among entrepreneurs, totaling 3,619 checks in the field of ecology and technical safety.

According to the information from the agency, as a result of these inspections, 3,619 acts were drawn up, recording 10,666 violations of environmental legislation.

To address the identified violations, 1,981 orders were issued, which allowed for the elimination of 7,777 violations. During the reporting period, 4,879 cases of violations were noted. The total damage caused to the state amounted to 130 million 961 thousand soms.

Fines and Collection Results

Protocols for 4,547 cases were drawn up with fines totaling 73 million 710 thousand soms. As of December 31, 2025, 66,145,000 soms were collected, corresponding to a collection rate of 89.7%.

Additionally, lawsuits were filed in 474 cases related to environmental damage, amounting to 57,251,000 soms. Of these, 35,341,300 soms were collected for 495 episodes (including ongoing lawsuits from previous years), which constitutes 61.6% of compliance.

Distribution of Violations by Categories:

* Air pollution – 1,030 cases, 22 million 60 thousand soms;

* Water resources – 244 cases, 5 million 521 thousand soms;

* Waste – 809 cases, 11 million 720 thousand soms;

* Land resources – 451 cases, 48 million 926 thousand soms;

* Plant life – 248 cases, 6 million 61 thousand soms;

* Animal life – 1,031 cases, 11 million 627 thousand soms;

* Industrial safety – 548 cases, 10 million 706 thousand soms;

* Mining supervision – 349 cases, 8 million 983 thousand soms;

* Subsoil protection – 169 cases, 5 million 354 thousand soms.

Measures for Air Quality Protection

The problem of air pollution continues to be one of the most pressing issues in the country. Throughout 2025, active monitoring activities were conducted, resulting in the identification of 260 violations, with fines imposed totaling 6,478,000 soms.

As part of the fight against the operation of vehicles exceeding emission standards, 472 vehicles were inspected. As a result, 231 violations were identified, leading to fines totaling 3,854,500 soms.

Radiation and Environmental Safety

In 2025, environmental control inspectors, as part of an interagency commission, conducted 51 inspections at the "Kainy" railway checkpoint in the Chui region, where the radiation background of mineral fertilizers in 159 wagons was checked.

Preventive and Informational Work

To enhance the level of environmental culture in the country, 515 educational events were organized. 1,100 notifications were sent to business entities to prevent violations of environmental legislation. 117 informational materials were published in the mass media.

It is noted that the ongoing work is aimed at ensuring compliance with environmental legislation, protecting the environment, and ensuring the safety of citizens. In 2026, it is planned to continue this activity on a systematic basis.
