Monitoring results of courts for 2025: over 800 complaints and 41% of postponed processes - Ombudsman

In 2025, the Ombudsman Institute received 816 appeals from citizens seeking protection of their rights in court proceedings. This was reported by the press service of the agency responsible for protecting citizens' rights.

Analyzing the appeals and the results of monitoring court sessions over the past year, the Ombudsman Institute identified a number of problems within the judicial system. The majority of complaints were related to the applicants' disagreement with the court decisions made.

According to the institute's data, among the most pressing issues are delays in the commencement of court sessions, frequent rescheduling of cases to other dates, as well as a lack of courtrooms and the absence of participants.

Out of the total number of appeals, 57 concerned issues within the jurisdiction of the courts, 56 were related to alimony cases, and 35 involved actions or inactions of judges. Additionally, in 19 instances, citizens complained about the non-fulfillment of court decisions and requested an assessment of the actions of court executors.

Throughout the year, the institute received 572 requests for monitoring court processes. Of these, 342 (57.8%) were related to criminal cases, 193 (32.9%) to civil cases, and 37 (9.6%) to administrative cases.

In 2025, the majority of monitoring (61.3%) was conducted in first-instance courts, which correspond to district courts.

The analysis showed that every second session started late. Out of 270 court processes, 112 (41.5%) were postponed to other days.

“This indicates insufficient organization of court operations, leading to delays in processes and limiting citizens' rights to access justice,” the statement noted.

Ombudsman Jamila Jamambaeva sent recommendations to the Supreme Court to address the identified shortcomings. She also urges judicial authorities to create conditions to enhance citizens' access to justice and to improve the openness and transparency of court processes.

Furthermore, the Ombudsman suggests strengthening control over adherence to court session schedules, ensuring prompt consideration of cases, keeping track of the reasons for rescheduling sessions, taking measures to eliminate them, and equipping courtrooms with necessary audio and video recording devices.
