As a result of analyzing citizens' appeals and observing court sessions in 2025, the Ombudsman Institute discovered numerous systemic deficiencies in the judicial system.

According to the institute's data, one of the most significant problems remains the frequent delays in the start of court proceedings, as well as their rescheduling to other dates. This, in turn, prolongs the hearings and complicates citizens' access to justice.

In 2025, the Ombudsman Institute received 816 appeals and complaints related to court proceedings. Most applicants expressed dissatisfaction with the court decisions made. In particular, 57 applications concerned issues within the jurisdiction of the courts, 56 related to alimony. Additionally, 35 appeals were about the actions or inactions of judges, 19 about the non-fulfillment of court decisions, as well as the work of court bailiffs.

Moreover, throughout the year, 572 requests were submitted for monitoring court proceedings, of which 57.8% were related to criminal cases, 32.9% to civil cases, and 9.6% to administrative cases.

The majority of monitoring, specifically 61.3%, was conducted in first-instance courts. The analysis showed that every second court session started late, and out of 270 cases, 112 (41.5%) were postponed.

The main reasons for the delays include the judges' busy schedules, the lack of available courtrooms, and the non-appearance of process participants.

As a result of the analysis, Jamila Jamambaeva, a representative of the Ombudsman, sent recommendations to the Supreme Court. In particular, it is proposed to strengthen control over compliance with the schedules of hearings, ensure timely consideration of cases, take into account the reasons for postponements, and take measures to eliminate them. It is also suggested to equip courtrooms with audio and video recording systems.
