
In 2025, the Ombudsman Institute of the Kyrgyz Republic registered 9,672 appeals from citizens. As a result of analyzing these appeals, 141 response acts were sent to government bodies, of which 122 were executed. Disciplinary action was imposed on 109 officials. This information was announced by the institute's press service.
The largest number of complaints concerned violations of socio-economic rights, reflected in 324 statements. Of these, 95 related to the fields of education and healthcare. Additionally, citizens raised issues related to labor, housing, social security, and the protection of property rights.
The institute also emphasizes the protection of the rights of women, children, and people with disabilities. Throughout the year, 49 women sought legal assistance, of which 29 reported cases of domestic violence. There were 36 statements regarding violations of children's rights and 56 appeals concerning alimony issues.
Moreover, citizens sought help in obtaining passports and identity documents, as well as in protecting their rights to freedom of religion. 12 individuals requested assistance with extradition matters.
Additionally, compatriots outside the country were not overlooked. In particular, there were 14 statements from Russia, 8 from Uzbekistan, 2 from Kazakhstan, and 1 from Belarus. Legal assistance was also provided to foreign citizens, including residents of Turkey, Afghanistan, Pakistan, Libya, the Czech Republic, Germany, and Egypt.
Throughout the year, the institute's staff conducted 811 monitoring visits, of which 328 were in places of detention, 90 in military units, 48 in social institutions, 133 in educational establishments, and 54 in medical institutions.
The majority of response acts were directed to healthcare and educational institutions, as well as to law enforcement agencies and local self-government bodies. A response act is an official document prepared to address identified legal violations and hold those responsible accountable.
The head of the institute, Jamila Dzhamanbaeva, noted that the observance of human rights and freedoms is the foundation for a stable and prosperous state. She called for more active cooperation from government bodies in this area.
