During the first nine months of 2025, the Ministry of Internal Affairs recorded over 16,000 cases of domestic violence. This was reported in an interview with AKIpress by Daniyar Saparbaev, head of the department for the prevention of domestic violence and coordination of mobile police reception offices of the Ministry of Internal Affairs.

- What is the statistics on domestic violence cases for 2025?

- During the specified period, 16,284 cases related to domestic violence were registered in the electronic incident journal, which is 20% higher than similar data for 2024. A total of 12,756 protection orders were issued based on these facts.

Of the total number of cases, 9,423 were recorded in Bishkek, 2,907 in the Chui region, and the Issyk-Kul region ranks third with 1,044 cases. In the Osh, Jalal-Abad, and Batken regions, the number of cases exceeds 600 in each. The Naryn region recorded 431 cases, while the Talas region had only 235. The largest increase compared to last year was observed in Bishkek and the Osh region — by 41% and 45%, respectively.

In the Talas region, the number of issued protection orders has decreased, while in most regions there is an increase in cases of violence, which may be related to the latent nature of the problem. This does not mean that there is no violence in these areas; rather, residents are less likely to seek help.
- How many people have suffered from violence?

- Protection orders were issued to 12,756 victims, among whom 11,762 are women, 634 are men, and 360 are children.
- What is the statistics among aggressors?

- Over nine months, 12,156 aggressors were registered, of which 11,974 are men and 782 are women. In 95% of cases, the perpetrators are men; however, women can also exhibit aggression towards other women, men, and children.
- When is a protection order issued?

- A temporary protection order, valid for one month, is issued if there are signs of domestic violence. A new form of protection order, approved this year, stipulates that if children have been subjected to violence by one of the parents, the protection order is issued to the other parent with automatic inclusion of all children, even if they have not experienced violence. In cases of violence from both parents, a social worker or other relatives can represent the children. If violence occurs between two adults, a protection order is issued to each separately. Extension of the order is not provided, and in the event of repeated violence within a month, the individual is subject to liability under Article 71 of the Code of Offenses for violating the terms of the protection order.
- What types of violence are most commonly recorded?

- Physical violence is recorded most frequently. However, recently there has been an increase in reports of psychological violence, which manifests as insults and humiliation of the victim over a prolonged period. Typically, physical violence is preceded by prolonged psychological pressure. There are also cases of economic violence, neglect, and stalking.

- Economic violence occurs when one partner controls financial resources, limiting the other’s access. This can include deprivation of means of livelihood, restricting access to necessary items, or hindering education and employment. For example, if a victim cannot afford necessary clothing or courses for a child due to the aggressor's control.
- What is stalking?

- Stalking is a form of violence that was recently introduced into legislation. It manifests when an aggressor, even if not living with the victim, can stalk them, impacting them psychologically or through third parties. There is also digital violence, where the victim is blackmailed online.
- Do victims approach the police themselves?

- Not always. Sometimes reports come from medical institutions, social workers, or neighbors. Many victims do not even realize that they are experiencing violence.
- How do children report violence?

- In some cases, children call the number 102 themselves, but more often information comes from social workers, teachers, or neighbors.
- What is the statistics on aggressors held accountable?

- Over nine months, 4,000 protocols were drawn up under Article 70 of the Code of Offenses. Of these, 1,300 aggressors were assigned to community service, and 1,800 were arrested. Some cases end with reconciliation of the parties.
- Why is there an increase in cases of violence this year?

- There are several reasons. First, there is increased awareness among citizens and intolerance towards violence, which is reflected in the media. Second, changes in legislation in 2024 expanded the definition of domestic violence to include cases where victims do not live with aggressors. This leads to an increase in registered cases. Social issues also play a role: about 40% of violence occurs under the influence of alcohol. Increased public awareness also contributes to the rise in reports to the police.
- Is there any statistics on close relatives committing violence?

- We do not have detailed statistics on this issue, but most aggressors are former partners. Victims begin to report stalking and seek protection.
- What are the factors contributing to the spread of domestic violence?

- The problem of domestic violence affects all layers of society. It may be related to the standard of living, alcohol dependence, cultural and religious aspects, as well as social roles and migration. Lack of access to social services and awareness also contribute to this problem.
- Why do victims not seek help in a timely manner?

- This may be related to mentality, cultural norms, and dependence on the aggressor. There are also stereotypes and a lack of access to necessary help in remote regions. Victims often seek reconciliation to preserve the family, but it is important to hold aggressors accountable in a timely manner.
- What legal protection mechanisms exist and are planned for implementation?

- We have developed a mobile application "Kamkor" for victims of violence. It allows sending distress signals and provides information about crisis centers. Remote training for staff on violence prevention is also planned, as well as the implementation of a risk assessment protocol that will help determine the level of threat to victims.
