Jamila Dzhamanbaeva: Women in Kyrgyzstan Are Still Insufficiently Protected
Jamila Jamambaeva, the Ombudsman of the Kyrgyz Republic, calls for increased security measures for women and girls from state structures.
Representatives of the Ombudsman's office report that Jamambaeva emphasizes the importance of implementing systemic and effective measures to prevent violence against women.
In light of the recent murder of 47-year-old U.J., a mother of three, the human rights activist strongly recommends that law enforcement respond to every report of domestic violence and take immediate action.
She stresses that no case of violence should go unnoticed or unpunished.
“On her birthday, a mother of three became a victim of her husband. This tragedy once again demonstrates that women and girls in our country do not have adequate protection. This creates difficulties for those who want to leave their aggressive partners. The guilty must be strictly punished according to the law,” said Jamila Jamambaeva.
According to relatives of the deceased, U.J. had contacted law enforcement in November of this year with complaints of domestic violence and subsequently filed for divorce. She left behind minor children.
The Ombudsman’s office is ready to provide psychological and legal support to the relatives and children of the deceased.
Jamila Jamambaeva also reminds investigative authorities that, according to Article 74 of the Criminal Code of the Kyrgyz Republic, committing a crime while under the influence of alcohol can be considered an aggravating circumstance.
According to the Ministry of Internal Affairs of the Kyrgyz Republic, in the first 11 months of 2025, 19,995 cases of domestic violence were registered, of which 519 became the basis for criminal cases.
In the first 10 months of 2025, the Ombudsman’s office received 129 complaints regarding the violation of the rights of women and children, while for the entire year of 2024, 135 complaints were submitted. Of these, 24 concerned issues of domestic violence, which is less than the 31 reported last year.
