The appeal was prompted by the tragic death of a 47-year-old woman, a mother of three children. Dzhamanbaeva emphasized the importance of the law enforcement agencies' prompt response to every report of domestic violence.
In her opinion, no case of violence against women should go unnoticed and unpunished. She stressed: "On the day she was celebrating her birthday, the mother of three children became a victim of her husband. This terrible situation once again highlights that women and girls in our country do not have adequate protection. This hinders their ability to leave abusive partners. Those responsible must be strictly punished," she noted.
According to information provided by the relatives of the deceased, the woman had already contacted law enforcement agencies regarding domestic violence in November of this year and then filed for divorce. She left behind minor children.
The Ombudsman Institute is ready to provide psychological and legal support to the relatives and children of the deceased.
Considering that the alleged murderer was reportedly in a state of intoxication, Dzhamanbaeva reminded the investigative authorities that, according to Article 74 of the Criminal Code of the Kyrgyz Republic, committing a crime while intoxicated can be considered an aggravating circumstance when imposing a penalty.
According to the Ministry of Internal Affairs of the Kyrgyz Republic, in the 11 months of 2025, there were 19,995 registered cases of domestic violence in the country, of which 519 cases were initiated.
Additionally, the Ombudsman Institute received 129 complaints regarding violations of the rights of women and children in the 10 months of 2025, which is almost comparable to the data for the entire year of 2024 (135 complaints). Of these, 24 concerned cases of domestic violence (31 in 2024).
