The Ministry of Internal Affairs of the Kyrgyz Republic stated about the high concealment of violence in families with disabilities.
In high latency regarding the issue of violence in families where individuals with disabilities reside, stated Daniyar Saparbaev, head of the Family Violence Prevention Department of the Ministry of Internal Affairs of the Kyrgyz Republic. This statement was made at a press café titled "The Right of Women and Girls with Disabilities to Live Free from Violence: Challenges and Opportunities," dedicated to the International Day of Persons with Disabilities and taking place as part of the 16-day campaign against violence against women and girls.
Daniyar Saparbaev noted that the main focus of their department's work is the prevention of family violence. Mobile police reception offices operate in every territorial internal affairs body, organizing preventive activities with the population.
Discussing the issue of violence in families with individuals with disabilities, he emphasized that this phenomenon remains largely hidden. The main reasons for this are the insufficient awareness of the individuals with disabilities themselves, the lack of communication means, and the need to strengthen work with organizations that unite such individuals to conduct preventive and explanatory work.
According to the Ministry of Internal Affairs statistics, only one case of issuing a protection order for a person with a disability was recorded in 2025, and two protocols were drawn up where the victims were also individuals with disabilities. Saparbaev noted that these figures are extremely low. Despite the officially high percentage of people with disabilities in the country, many of them are unable to seek help or report incidents of violence for various reasons. Therefore, the department is actively working to improve communication.
Regarding practice, at the beginning of the year, appeals based on information from the media and civil statements were considered at the Lenin District Internal Affairs Department. Each case in this category is taken under control, and work is conducted with the victims. There have been situations where individuals were placed in crisis centers.
Nevertheless, according to Saparbaev, the number of identified cases of violence still remains extremely low compared to the real situation, indicating a high latency of such cases.
