A Campaign Against Violence Has Launched in Kyrgyzstan: Focus on Digital Safety for Women and Girls

In Kyrgyzstan, on November 25, an international campaign titled "16 Days of Activism Against Gender-Based Violence" began, as reported by the press service of the Ministry of Labor, Social Security, and Migration. This initiative takes place annually from November 25, recognized as the International Day for the Elimination of Violence Against Women, and continues until December 10, which is celebrated as International Human Rights Day. This year, the focus will be on the pressing issue of digital violence affecting women and girls.

The goal of the campaign is to mobilize all segments of society to combat both digital and traditional violence. It aims to strengthen state measures, implement the National Gender Equality Plan, engage the private sector in issues of digital security, enhance digital literacy among women and girls, and promote a zero-tolerance policy towards violence.

The opening ceremony of the campaign took place at the National Historical Museum, attended by Deputy Prime Minister Edil Baisalov, representatives from various state and local authorities, international and non-governmental organizations, as well as experts in digital security and women's rights protection.

In his speech, First Deputy Minister of Labor, Social Security, and Migration Kamchybek Dosmatov reminded attendees of President Sadyr Japarov's words spoken at the third Kurultai in 2024: "There should be no place for violence, aggression, and cruelty in society." Dosmatov emphasized that the Ministry of Labor plays a crucial role in preventing violence, protecting the rights of victims, and ensuring their safety. He also noted that violence is not only a personal issue but also a threat to the development of society as a whole.

Edil Baisalov, in his speech, highlighted the need to change public consciousness. He pointed out that while complaints about family conflicts and instances of violence continue to be reported, this does not necessarily indicate a worsening situation. Previously, such problems were silenced, but now there is a growing awareness among citizens who are beginning to actively resist violence and assert their rights.

The UN Resident Coordinator in Kyrgyzstan, Antje Grave, drew attention to the threats arising in the digital space. She emphasized that digital tools should not serve as a place for intimidation or pressure. Women and children are becoming victims of cyberstalking and other forms of digital violence. Grave called on society to support crisis centers and actively speak out against violence in all its forms.

In 2025, the campaign will be held under the slogan "Creating a Violence-Free Digital Space: National Commitment to the Rights of Women and Girls." The initiative is implemented by the Ministry of Labor, Social Security, and Migration of the Kyrgyz Republic with the support of the UN System in the country.

The color of the campaign is orange, symbolizing the aspiration for peace and safety without violence. As part of the opening, a panel discussion titled "Digital Freedom Without Fear: Safety for Everyone!" took place, where issues of digital violence and its impact on vulnerable groups were discussed. Participants noted the need for a comprehensive approach to addressing this problem, including improving the legal framework, enhancing digital literacy, and fostering cooperation between the state, civil society, and the private sector.
