Ombudsman on the murder of a woman by her ex-husband: Alcohol is an aggravating factor
The situation has gained particular relevance following the murder of 47-year-old U. Zh., a mother of three, which compels the Ombudsman to demand more prompt responses from law enforcement to reports of domestic violence.
Jamambaeva stresses that no cases of violence should go unnoticed or unpunished.
She noted: "A mother of three was killed by her ex-husband on her birthday. This tragedy once again highlights that women and girls in our country are not adequately protected, making it difficult for them to escape from abusers. Criminals must be held fully accountable," she stated.
According to relatives of U. Zh., she had reported domestic violence to law enforcement in November of this year and subsequently filed for divorce. The deceased left behind minor children.
The Ombudsman’s Institute will provide the relatives and children of the deceased with the necessary psychological and legal assistance.
Considering the information that the suspect was under the influence of alcohol, Jamambaeva reminded investigative authorities that under Article 74 of the Criminal Code of the Kyrgyz Republic, committing a crime while intoxicated can be considered an aggravating circumstance when determining punishment.
According to the Ministry of Internal Affairs of the Kyrgyz Republic, 19,995 cases of domestic violence were registered in the first 11 months of 2025, leading to the initiation of 519 criminal cases.
In the first 10 months of 2025, the Ombudsman’s Institute received 129 complaints regarding violations of the rights of women and children (compared to 135 complaints in 2024). Of these, 24 pertain to domestic violence (compared to 31 in 2024).
