Expert: There will be a temptation to apply the death penalty for other crimes as well

Criminals fear the inevitability of punishment


The question of the possibility of reinstating the death penalty in Kyrgyzstan continues to provoke active debates in society. As a subject of discussion, this measure faces criticism from both international and domestic human rights defenders. Political scientist Arkadiy Gladilov also expresses his disagreement with this idea.

He emphasizes that the introduction of the death penalty violates Kyrgyzstan's international obligations and may negatively impact its reputation. "We observe numerous mistakes on the part of law enforcement agencies and the judicial system. There have been cases where the death penalty was applied to individuals later found to be innocent. Moreover, statistics show that in countries where this measure exists, the level of serious crimes does not decrease," he noted in an interview with Vesti.kg.

Gladilov also adds that criminals are not afraid of the death penalty itself, but rather of the inevitability of punishment. For some of them, execution may seem like a relief compared to life imprisonment.

“Crime rates decline where investigative bodies work effectively, and courts make well-founded decisions. Additionally, there is a danger that over time, the death penalty could be introduced for other offenses, as we have already seen in several countries. Initially, it concerns serious crimes, and then it extends to political and ideological crimes. Therefore, I fully support our ombudsman, who is against the return of this measure,” concluded the political scientist.

It is worth noting that a discussion took place at the Ombudsman Institute with representatives of the UN regarding the return of the death penalty in Kyrgyzstan.

“We understand that the public reacts emotionally to tragic cases of violence, but reinstating the death penalty will not solve the problem. It is necessary to improve the quality of investigations, ensure the inevitability of punishment, and strengthen preventive measures,” stated Jamila Jamambaeva.
