Roza Mavletovna Uchkempirova

Leader, reformer, patriot, professional. The first since 1993, the chairperson-minister of the Social Fund of the Kyrgyz Republic. Since 1999 to the present, she has been the general director of the consulting company "Socium Consult." She considers her life's work to be her job, dedicating all her labor activities to the development and implementation of state social development programs.
Nature has generously endowed her with charm, wisdom, analytical mind, and diligence. Having graduated with a degree in "industrial economics," she worked as a labor engineer and head of the planning department at an enterprise. She studied in graduate school. After defending her candidate's dissertation in economic sciences, R. Uchkempirova worked for twenty years in the State Planning Committee, and then in the Ministry of Finance of the republic.
A highly professional specialist with a state mindset. She was capable of any economic analysis and calculation.
In the most difficult years of the formation of the economy of independent Kyrgyzstan, R. Uchkempirova headed the Social Fund. With the collapse of the USSR, the pension system became one of the most vulnerable points. Essentially, it had to be created anew. In a relatively short time, through the efforts and organizational talent of Uchkempirova, a viable Social Fund and pension system as a whole were established.
After retiring, the honored economist of the republic, Roza Uchkempirova, founded the company "Socium Consult" with her like-minded colleagues, supporting the initiated reforms. In particular, serious attention is paid to the reform of healthcare financing, assistance is provided to the Ministry of Health, the Mandatory Health Insurance Fund, and medical institutions in carrying out the reform. The company has prepared and published a textbook for universities on social security and population insurance, and provides auditing services.
For her significant contribution to the development and implementation of social development programs, R.M. Uchkempirova has been awarded a Certificate of Honor from the President of the Kyrgyz Republic, medals "Dank," "Veteran of Labor," "1000 Years of the Epic of Manas," and she has been awarded the title of "Honored Economist of the Kyrgyz Republic."
Career Ladder of Roza Uchkempirova
Roza Mavletovna was born in 1943 in the city of Karakol in a large family of a civil servant. After graduating from school in the city of Rybachye with a silver medal, she entered the Moscow Aviation Institute. In her fourth year, due to her father's illness, she was forced to transfer to the Faculty of Economics of the Kyrgyz State University. In 1965, having obtained a degree in "industrial economics," she began her career as a labor engineer, head of the planning department of the taxi park No. 1 in Frunze, and then as the head of the financial department of the Kara-Balta Sugar Plant. Since 1970, she has been a graduate student at the Institute of Economics of the Academy of Sciences of the Kyrgyz SSR.
After defending her candidate's dissertation in economic sciences, she worked from 1974 as a junior and senior researcher, head of the industry and transport department at the Institute of Economics of the State Planning Committee of the republic. In 1981, she was appointed head of the education, culture, and healthcare department of the State Planning Committee. Since 1992, she has been the head of the consolidated department of the Ministry of Economy and Finance.
With deep gratitude, Roza Mavletovna recalls her years of work in the State Planning Committee under the leadership of such authoritative, highly professional specialists as Sopubek Begaliyev and Kazy Dikambaev. She considers her communication with them a happiness and a great life school. All employees of the then State Planning Committee worked in a very intense mode and with great responsibility. They were responsible for every figure, for all calculations and justifications. Roza Mavletovna gained the most practical experience working for 17 years as the head of the social sector.
Naturally, with the establishment of the republic as an independent state with a market economy, it was necessary to reconsider the tasks of this sector from new positions. The most vulnerable area at that time was the pension system. In Kyrgyzstan, as in all other republics of the former USSR, there was no independent system. There was a branch of the Pension Fund of the USSR. In 1991, Kyrgyzstan found itself cut off from the overall system, which had been built vertically. The Union Pension Fund subsidized the republics where there was a lack of their own income. Thus, there was an urgent need to create a pension system of its own. Many questions arose at that time regarding social insurance - payment of sickness benefits, child benefits, sanatorium-resort treatment, and many others.
With the transition of the economy to market rails, unemployment appeared in the republic, along with the Employment Assistance Fund.
Thus, the system of social insurance, characteristic of any country with a market economy, began to take shape.
While working in the Ministry of Finance, R. Uchkempirova analyzed the situation in the social system and its development paths. She shared her thoughts with the Deputy Prime Minister for social issues, Turar Koychuev, who supported them. On his recommendation, R. Uchkempirova was appointed chairperson of the Social Fund.
1993 was one of the most difficult years in the life of the young country. In the conditions of hyperinflation and economic collapse, all social programs were collapsing. During this challenging period, Roza Mavletovna headed the Social Fund, taking responsibility for ensuring the most vulnerable and unprotected citizens - pensioners.
She did not just sympathize with the elderly, trying to pay their pensions on time, but led the work on the radical reform of both the pension system and the creation of a unified and coherent system of social insurance in the republic.
Personnel were prepared and retrained, and a team was formed. After studying and analyzing pension reforms in the CIS countries, a new pension law was developed and adopted. Moreover, no grants were received for this work, and no loans were taken.
In a historically short time, it was possible to launch the entire mechanism and achieve results that still allow the Social Fund to maintain financial sustainability and stability.
Since 1999 to the present, the company "Socium Consult," headed by Roza Mavletovna, has been conducting reforms in financing and healthcare.
The results of her work have found support and approval among the population of the republic, medical workers, and have received positive assessments from international financial institutions and the World Health Organization.
In matters of increasing the efficiency of healthcare and education financing, the company actively collaborates with the Ministry of Finance and is one of the developers of the regulatory and legislative framework for the program of reforming state expenditures.
Since 2005, the company has closely cooperated with the Ministry of Education and Science, dealing with issues of reforming the financing of school education. Its main goal is to ensure access to school education for all children in the republic, rational use of limited financial resources, and the creation of an effective education system. At the request of the ministry, it participated in the development of a medium-term education development strategy, approved by the government.
In 2006, the company participated in the development of a strategy for the development of the social protection system of the population and the further reform of the pension system in the republic in collaboration with specialists from the Ministry of Labor and Social Protection of the Population and the Social Fund.
The leadership qualities of R. Uchkempirova, her democratic approach, and respectful attitude towards people allow her to achieve high efficiency in accomplishing the set tasks.
Roza Mavletovna is a loving mother of two adult children and a caring grandmother. Her son, Taglykov Iskender, and daughter, Taglykova Zhyldyz, graduated from the Kyrgyz National University named after J. Balasagyn, both are financiers. Both work in the banking sector. In her rare leisure hours, R. Uchkempirova enjoys communicating with interesting people, reading memoirs and books from the series "Lives of Remarkable People," and loves listening to folk songs. The Uchkempirovs have a large and close-knit family: six sisters and a brother. Roza Mavletovna is full of strength, energy, and new ideas.
She believes that the main thing is that everyone should have a goal and bring what they started to completion.
