This draft law suggests an exception to the existing ban on allocating land plots within the state residence of the president "Ala-Archa" in cases where it is necessary for the implementation of social projects.
The explanatory note to the draft law states that the initiative arose from the need to improve citizens' access to educational institutions. Previously, due to a lack of available land, it was decided to allocate a plot within residence No. 1 for the placement of social facilities. On this territory, a social complex is already functioning, which includes a school opened by President Sadyr Japarov, as well as a kindergarten and a medical center.
The main goal of the draft law is to align the legislation with the already adopted decisions regarding the placement of social facilities within the state residence.
According to the submitted materials, it is proposed that the allocation of land for social needs within the state residence be carried out by the Cabinet of Ministers in coordination with the president.
