The Jogorku Kenesh approved a draft law that amends the Law of the Kyrgyz Republic "On the Guarantees of the Activities of the President of the Kyrgyz Republic and the Status of the Ex-President of the Kyrgyz Republic." According to the authors of the initiative, this draft law proposes an exception to the existing ban on the transfer of land plots within the territory of the presidential state residence "Ala-Archa," if this is required for the social needs of the state.

The main goal of this initiative is to ensure citizens' access to social and educational infrastructure facilities. Due to the shortage of available land plots, it was decided to allocate territory within the area of residence No. 1 for the placement of social facilities.

Currently, a social complex is already functioning in this area, which includes a school opened by President Sadyr Japarov, as well as a kindergarten and a medical center.

The purpose of the draft law is to harmonize legislation with already implemented decisions regarding the placement of social facilities on the territory of the state residence. According to the document, it is proposed that the allocation of land for social needs will be carried out by the Cabinet of Ministers at the direction of the President.

According to the initiators, the total area of the allocated land is 10.5 hectares.
