Edil Baysalov noted that out of the total number of operating kindergartens, 490 are private. Compared to 2024, the number of preschool institutions has increased by 347.
In the territory of the republic, 560 short-term kindergartens and 60 development centers were organized, where 32,200 children are being educated. An automated voucher issuance system has also been implemented, which operates on the platform balalyk.edu.gov.kg. Thanks to special support programs, low-income families and children with disabilities can receive a monthly compensation ranging from 2,000 to 4,560 soms.
According to statistics, 1,236 applications were submitted by parents and legal representatives for vouchers. Of these, the Social Affairs Commission reviewed 572 applications. As a result, 477 children received voucher status and are now attending private kindergartens, which constitutes 47.7% of the total number of applications.
On the "Balalyk" platform, 258 private preschool educational institutions have been registered that are eligible for vouchers. A unified database of all kindergartens in the republic has also been created, regardless of their ownership structure.
In addition, in 2025, 25 kindergarten buildings that were previously illegally privatized were returned to their original purpose.
