According to the Deputy Chairman of the Cabinet of Ministers Edil Baisalov, in 2025, the number of children enrolled in preschool education reached 320,013, which is 51% of the total number of children aged 3–5 years in 2,344 kindergartens across the republic.
Of the total number of kindergartens, 490 are private, and compared to the previous year, their number has increased by 347.
Additionally, 560 short-term kindergartens and 60 development centers were established throughout the country, serving 32,200 children. An important step was the automated provision of vouchers for preschool institutions through the platform balalyk.edu.gov.kg.
Special support programs allowed low-income families and children with disabilities to receive monthly compensation ranging from 2,000 to 4,560 soms.
A total of 1,236 applications were submitted by parents for vouchers, of which 572 were reviewed by the social affairs commission. As a result, 477 children received voucher status and are currently attending private kindergartens, which constitutes 47.7% of the total applications.
There are 258 private preschool educational institutions registered in the "Balalyk" system that can receive vouchers.
A unified registry of all kindergartens in the country, regardless of their ownership form, has also been created on the "Balalyk" platform.
In 2025, 25 buildings of kindergartens that were previously illegally privatized were returned to their original purpose.
It should be noted that a republican meeting dedicated to the results of 2025 was held at "Yntymak Ordo" with the participation of President Sadyr Japarov.
Members of the Cabinet of Ministers, heads of government agencies, presidential representatives in the regions, mayors of Bishkek and Osh, as well as district akims also participated in this event.
