The Ministry of Education and Science of the Kyrgyz Republic spoke about important achievements in 2025
The Ministry of Education of the Kyrgyz Republic presented the key achievements of its department for the year 2025.
According to the provided data, the coverage of children in preschool education in 1997 full-day kindergartens increased to 257.3 thousand, which is 23.4 thousand children and 85 new kindergartens more compared to 2024.
As reported by the National Statistical Committee of the Kyrgyz Republic, the coverage of preschool education in percentage terms amounted to 32.3%, which is 4% higher than in the previous academic year 2023-2024. Operational data from the Ministry of Education shows that in the 2024-2025 academic year, the coverage of children in all forms of preschool education, including pre-school preparation, reached 44.3%. Currently, the coverage of children aged 3 to 5 years is 50% according to information from district education departments.
On May 15, 2025, the Cabinet of Ministers of the Kyrgyz Republic approved Resolution No. 257, which introduces a new State Educational Standard for "Preschool Education and Child Care." Within the framework of this standard, a Program for the Development of Children Aged 1 to 6 Years was developed.
An Early Development Assessment Tool (EDAT) has been created for children aged 4-5 years, which includes a development map, methodological recommendations, and questionnaires for educators, parents, and heads of preschool educational organizations.
The work on the creation of 560 preschool educational institutions has been completed, including 500 short-term kindergartens and 60 development centers located in various regions of the republic.
The system for issuing vouchers for preschool education is now fully automated on the platform https://balalyk.edu.gov.kg/accelerator/voucher/. Thanks to special support programs, low-income families and children with disabilities can receive compensation from 2,000 to 4,560 soms monthly.
As of the end of November 2025, 1,117 applications for vouchers had been registered, which is 366 applications more than in September. For pilot testing of the voucher funding mechanism for preschool education services, 4,032,800 soms have been allocated.
A unified registry of all kindergartens in the country has been created on the "Balalyk" platform, regardless of their ownership form.
To optimize the use of sleeping facilities in 570 kindergartens and create additional groups, 927 million soms have been allocated, which is 254 million soms more compared to 2024. In 358 standard preschool educational institutions, 419 new groups have been opened, accommodating 10,707 children. Additionally, new jobs have been created for 502 educators, 386 assistant educators, and more than 100 specialists, including music directors and methodologists.
As part of the "Preferential Lending for the Development of Preschool Education" project, loans at 10% interest have been provided for the construction and reconstruction of kindergartens. Currently, 5 citizens have received preferential loans totaling 17 million soms. As a result, 4 new kindergartens have been opened in the republic.
The "Grow in Love" project has been launched in the Jalal-Abad region, aimed at comprehensive support for children with disabilities, within which 800 parents have been trained and 64 specialists from a transdisciplinary team have been prepared.
In 2025, 25 buildings of kindergartens that were previously illegally privatized were returned for their direct use. In the same year, 91 kindergartens were opened, of which 32 were newly constructed.
