Results of the Ministry of Education's Work for 2025 Have Been Summarized
According to the information from the agency, the coverage level of preschool education has reached 32.3%, which is 4% higher compared to previous years. If we consider pre-school preparation, in the 2024/25 academic year, 44.3% of children participated in various forms of preschool education.
Throughout the year, the regulatory framework was updated, including the approval of the state educational standard "Preschool Education and Child Care," as well as the development of a program for children aged one to six years. A special assessment tool for early development for children aged four to five was introduced, allowing educators and parents to track progress and adjust the learning process if necessary.
One of the main areas of work has been the development of infrastructure. In various regions, the establishment of 560 new preschool institutions was completed, including short-term kindergartens and development centers. In 2025, 91 kindergartens were opened, of which 32 were built from scratch. Additionally, 25 previously privatized buildings returned to state ownership and resumed functioning as kindergartens.
The voucher system for attending kindergartens continues to develop. It is now fully automated and operates through the "Balalyk" platform. Throughout the 11 months of 2025, 1,117 applications for vouchers were submitted, which is significantly more than at the beginning of autumn 2024. Over 4 million soms were allocated for the pilot implementation of the mechanism.
To increase the number of places in existing kindergartens, 927 million soms were allocated in 2025, which is 254 million more than last year. As a result of more efficient use of facilities, 419 additional groups were opened in 358 standard kindergartens, allowing for the enrollment of over 10,700 children and creating hundreds of new jobs for educators and other specialists.
The state also supports private initiatives. Under the preferential lending program, entrepreneurs can obtain loans at 10% per annum for the construction and reconstruction of kindergartens. In 2025, five entrepreneurs received loans totaling 17 million soms, which allowed for the opening of four new kindergartens in the country.
Special attention is given to children with disabilities. In the Jalal-Abad region, the "Grow in Love" project is being implemented, within which 800 parents have undergone training, and 64 specialists have been prepared to work with families and children on an interdisciplinary basis.
