The Parliament adopted a bill simplifying the issuance of passports for children under 16 years old in the first reading

At the recent meeting of the Jogorku Kenesh, deputies discussed and adopted a bill titled "On Amendments to the Law of the Kyrgyz Republic 'On External Migration'" in the first reading.

This bill was initiated by the Cabinet of Ministers.

The information on the bill was presented by the Deputy Head of the President's Office, Almaz Raimbekov.

He emphasized that the document aims to simplify the process of obtaining a civil passport for citizens of Kyrgyzstan who have not yet reached the age of 16.

“The introduction of this bill will create conditions for the effective protection of children's rights, reduce unnecessary complexities for families, lessen the burden on the judiciary, and allow authorized bodies and border services to perform their duties in accordance with the law without excessive restrictions on citizens' rights, thereby improving access to public services in the area of passport regulation,” the speaker noted.

During the discussion, Deputy Dastan Bekeshev proposed to consider a simplified process for a child's exit abroad in cases where one of the parents abuses the right to consent to the exit.

“It is important to regulate the process of issuing consent for a child's exit, especially when one of the parents is not involved in the child's life, does not fulfill alimony obligations, or is completely absent,” he added.

Deputies Talaybek Masabirov and Zhyldyz Kurmanalieva supported this initiative, pointing out that currently many children face difficulties in obtaining civil passports due to the lack of consent from one of the parents.
