The Housing Committee reviewed changes to the law regarding the issuance of national passports for minors.

The Deputy Chief of Staff of the President, Almaz Raimbekov, emphasized that according to the current version of Article 43 of the Law of the Kyrgyz Republic "On External Migration," obtaining a passport for citizens under the age of 16 requires the consent of both parents.

However, as Raimbekov noted, in practice, this requirement creates numerous difficulties. For example, one of the parents may be abroad, refuse to communicate, or even not participate in the child's life, making it challenging to obtain consent. In such cases, the child's guardian often has to go to court to obtain the necessary permission. The new draft law aims to simplify the passport issuance process for minors, he clarified.

Deputy Gulsharkan Kultaeva raised the issue of the procedure for obtaining a civil passport for children under 16 years of age. In response, representatives of the Cabinet of Ministers indicated that if the child is outside the country, a corresponding provision is included in the draft law for their safety. Thus, the issuance of passports through diplomatic missions and consulates of Kyrgyzstan will be carried out with the consent of both parents. In the absence of one parent's consent, a court decision will be required to issue the passport.

Deputy Gulsunkhan Junushalieva also expressed concern about the safety of children under the age of 16. The Chairwoman of the Committee, Toktobubu Ashymbaeva, proposed to include a provision in the draft law regarding the issuance and processing of passports at the place of citizens' application.
