
At a recent meeting of the Jogorku Kenesh, deputies discussed a draft law concerning state awards, honorary titles, and prizes of the Kyrgyz Republic. This project, proposed by the chairman of the cabinet of ministers, has already passed its first reading.
Justice Minister Ayaz Bayetov reported that the draft law plans to reduce the number of awards from 46 to 20.
According to the proposal, it is suggested to exclude several awards from the system, including the orders "Danaker" and "Erdik" of three degrees, the honorary title "People's Poet of the Kyrgyz Republic," and the Honorary Certificate. It is also proposed to delegate the establishment of the Honorary Certificate and the titles "Honored" to the cabinet of ministers of the Kyrgyz Republic.
Deputy Aysarakan Abdibaeva expressed concerns that lowering the status of the "Honored" titles could negatively affect the motivation of workers in the fields of healthcare, culture, and education, emphasizing the importance of reviewing this proposal. She also suggested creating an independent commission to enhance the transparency of the nomination and consideration process for awards.
Deputies Gulai Mashrapova and Toktobubu Ashymbaeva pointed out the need to reinstate the honorary title "People's Teacher," which was abolished in 2017.
The question of how previously awarded honors and titles will be used was raised by Deputy Gulsharkan Kultaeva.
The Justice Minister confirmed that the draft law includes relevant provisions protecting the rights of citizens previously awarded state honors and titles from both the USSR and the Kyrgyz Republic.
"All citizens who have received awards retain the rights and guarantees provided by current legislation," he noted.
Deputies Gulnara Baatyrova and Zhyldyz Sadyrbaeva pointed out the insufficient attention given to awarding medical workers and suggested considering the introduction of a separate award for this category. Gulnara Baatyrova added that there are over 80,000 medical workers in the country, including about 30,000 doctors.
Deputy Mahabat Mavlyanova proposed that the title "Honored Worker of the Kyrgyz Republic" be awarded to businessmen who make significant contributions to the country's development.
Kamila Talieva suggested creating a working group that should include prominent specialists in the fields of education, science, and culture.
