Toktobubu Ashimbaeva, a deputy, proposed to reinstate the title of "People's Teacher," which was previously abolished. The draft law with the corresponding amendments to the law on state awards and honorary titles is available on the official website of the Jogorku Kenesh.

This title was introduced in 2001 and was awarded to teachers of general education schools, instructors at higher and secondary educational institutions, as well as employees of preschool educational establishments. The award was granted for outstanding achievements in the field of education, many years of service, and public recognition.

From 2001 to 2017, the title of "People's Teacher" was awarded to 25 educators, of whom only seven are still alive today.

In 2017, this title was abolished; however, the title of "Honored Teacher" continues to exist.

Ashimbaeva emphasizes that the teaching profession should have a high status and recognition in society. She notes that being a teacher is not just a job but a calling aimed at the development and upbringing of youth. Public recognition and encouragement of educators' work can contribute to increasing the prestige of the profession. It is important for the state, society, and parents to recognize the significance of teachers' work, acknowledging it as one of the most important roles in society," the justification for the proposal states.

Additionally, the deputy believes that enhancing the prestige of the profession can help attract more talented specialists to the education sector and improve the quality of education in schools.
