The Committee of the Jogorku Kenesh approved amendments to the law on external migration in the first reading.

At a meeting of the Committee of the Jogorku Kenesh, which deals with international affairs, defense, security, and migration, a draft law "On Amendments to the Law of the Kyrgyz Republic 'On External Migration'" was considered and received approval in the first reading.

The initiator of this draft law was the Chairman of the Cabinet of Ministers.

Information about the draft law was presented by the Deputy Head of the President's Office, Almaz Raimbekov.

He noted that the draft law was developed with the aim of simplifying the procedure for issuing a general civil passport for citizens of the Kyrgyz Republic who have not yet reached the age of 16.

"The adoption of this draft law will create more effective conditions for protecting children's rights, eliminate unnecessary difficulties for families, reduce the burden on the judiciary, and also allow authorized bodies and border services to fulfill their duties in accordance with the legislation, without excessive restrictions on citizens' rights, and increase the accessibility of public services in the area of passport regulation," the speaker commented.

During the discussion, Deputy Zhyldyz Sadyrbaeva raised the issue of the necessity of obtaining consent for a child to be taken abroad. She noted that a mechanism for parental consent should be established both for obtaining a passport and for the child's departure.

Deputy Cholpon Esenamanova also emphasized the importance of considering the possibility of obtaining consent from one parent for crossing the border. She pointed out the problems that arise in divorced families when obtaining consent from the second parent becomes difficult. Deputies Gulya Kozhokulova and Burul Amanova also noted this issue. "A general civil passport, for which the consent of one parent is required, is used for leaving the country; however, the actual departure is only possible with the consent of both parents. We are creating conditions for permission, but at the same time, there is a prohibition," noted Gulya Kozhokulova, suggesting that this issue be reconsidered.

Deputy Yrysbek Atazhanov supported the proposed initiatives, emphasizing that the adoption of the law is extremely necessary, as currently children cannot obtain a passport without the consent of both parents.
