Today, February 27, President of the Kyrgyz Republic Sadyr Japarov held an important republican meeting dedicated to analyzing the socio-economic development of the country for the year 2025 and plans for the coming years.

The text of the president's speech (free translation):

Dear members of the Cabinet of Ministers!

Dear heads of local authorities!

I would like to thank Adylbek Alekseevich and his deputies for their detailed reports. It is pleasing to see that there is positive dynamics in all key areas of our country's development by 2025, which confirms our strategy.

Dear participants of the meeting!

This meeting is of particular significance, as January 28 marked five years since I took office. We will summarize the results of this five-year work and determine new directions for development.

The past five years have not been easy. We faced many challenges and trials, but we also achieved significant successes and made important decisions.

Five years ago, our country was going through difficult times. The world was in a state of pandemic, which had a severe impact on the economy. There were noticeable weaknesses in the institutional system, a budget deficit, and a lack of investment within the country. The post-pandemic situation created serious risks for sustainable development and social stability.

At that critical moment, I was entrusted with the responsibility for the future of the state and the hopes of the people. This was not just a political mission, but a historical task for the Kyrgyz people.

I remember my first words after my election: “Everything will be fine in Kyrgyzstan; a bright future awaits us.” These words were a sincere promise, and I sought to do everything possible to stabilize the situation and strengthen the foundations of the state.

We understood that fulfilling promises is much more difficult than making them. However, Kyrgyzstan, given to us by God, has no right to weakness. We were ready to risk everything for the future of the country.

With God's help, over these five years, we laid a solid foundation for sustainable development.

Looking back on the path we've traveled, I can proudly say that, thanks to the support of the people, we fulfilled this promise. Concrete results, implemented projects, and the strengthening of state institutions confirm this.

Dear compatriots!

In the first years, we focused on restoring state governance, and then we moved on to a deep transformation of the economic model, which became our strategic priority.

I am confident that the years 2021-2025 will go down in the history of Kyrgyzstan not only as a period of recovery but also as an era of qualitative economic growth.

In 2020, the country's gross domestic product was 8.3 billion dollars, and by 2025, it will exceed 22.6 billion dollars. This is almost a threefold growth of the economy.

Over five years, tax revenues increased fourfold, customs duties sixfold, and non-tax revenues nearly ninefold. The consolidated budget grew from 313 billion soms in 2021 to more than 1 trillion 100 billion soms in 2025, which is 3.5 times higher than the previous level. We brought order to sectors where shadow schemes had dominated for many years and emphasized transparency and accountability.

Such rapid development is rare. Most often, such indicators are achieved only with a sharp rise in raw material prices. However, in our case, the results were achieved through systemic reforms, fiscalization of tax procedures, and legalization of the shadow economy.

As a result, our state has become financially independent and capable of implementing large projects without external assistance.

The average annual real economic growth rate over the past four years has been 10.2%. According to IMF data, Kyrgyzstan entered the top three countries in the world in terms of GDP growth rates in 2024.

The financial stability of the country has reached a new level. International reserves exceeded 10 billion dollars for the first time, which is a strategic reserve for strengthening macroeconomic stability.

In 2025, leading international rating agencies raised Kyrgyzstan's sovereign credit rating to "B+", which positively affected investment attractiveness.

These achievements have led to real improvements in the lives of the people: the quality of education, healthcare, and social payments have increased, and roads, schools, hospitals, and energy facilities have been built.

Behind all these indicators lies the support of the people and the hard work of the team.

If earlier we spoke of stabilization, now we are talking about development. Our goal is strategic leadership in the region.

We have proven that even with limited resources, we can ensure dynamic development. For this, quality management, political will, and prioritization of state interests are necessary.

Thus, the economy of Kyrgyzstan from 2021 to 2025 transitioned from crisis to sustainable, diversified, and attractive growth. We not only achieved the set goals but also created a new economic model — "The Economic Miracle of Kyrgyzstan - The Leap of the Snow Leopard." High GDP growth, record investments, and large infrastructure projects have become the foundation for long-term development.

In the history of Kyrgyzstan's economy, there have been moments that called into question the trust of the people in the state.

You know well that the issue of "Kumtor" was particularly complex for the entire country, including for me.

For many years, disputes and accusations surrounded this strategic facility. The people asked a simple question: is Kyrgyz gold being used in the interests of the country?

From the very beginning of my political career, I advocated for the return of "Kumtor" to the state. I believed that natural resources should serve the people, not individuals. Thanks to consistent decisions, we managed to regain control over this strategic asset.

In 2021, "Kumtor" fully transitioned to the ownership of the Kyrgyz Republic. This was an important milestone in strengthening economic independence.

We were able to confirm that we are moving in the right direction. In 2021-2025, the income from "Kumtor" amounted to 5 billion 115 million dollars, of which more than 1 billion 176 million dollars came to the budget in the form of taxes. Over the past four years, the state received dividends of 441 million dollars.

For comparison: from 1994 to 2021, Kyrgyzstan received only about 100 million dollars in dividends from "Kumtor." Now "Kumtor" steadily replenishes the budget and finances social and infrastructure projects.

Dear compatriots!

In addition to economic changes, we also successfully resolved one of the most complex issues — the issue of the state border.

For thirty years, the border issue remained serious for our country, causing tensions and tragedies.

Independence and integrity must be legally secured. We set ourselves the task of settling this historical process.

Thanks to complex negotiations, we resolved border issues with Uzbekistan and Tajikistan.

This required political will and deep knowledge. We proceeded from national interests and conducted careful work.

Now I can confidently state: the border issue, which has lingered since the early 90s, has been successfully resolved. This is an achievement of historical magnitude.

Legally defined borders are a guarantee of security, the absence of conflicts, and peace for citizens. This also creates favorable conditions for investors.

Borders are now perceived as a space for cooperation, trade, and the development of economic ties.

If five years ago the country was in an economic and institutional deadlock, today we are on the path to a bright future.

Dear compatriots!

Security and law and order are important internal foundations of independence.

Economic success is impossible without internal stability. Therefore, we carried out comprehensive reforms in law enforcement agencies, strengthened national security, and modernized the Armed Forces.

The updated material and technical base has significantly strengthened the country's defense capability.

Social support for law enforcement personnel has been revised, and their salaries have been increased.

Dear compatriots!

The fight against corruption also occupies an important place in our policy.

Corruption undermined the trust of the people and hindered development. We took measures to eradicate this ailment.

As a result of anti-corruption measures, thousands of real estate properties transitioned to state ownership. We returned more than 3,300 hectares of agricultural land.

Members of organized criminal groups have been held accountable, and the state has recovered damages amounting to over 38 billion soms.

The Ministry of Internal Affairs underwent digital transformation. Modern video surveillance systems have been installed, which reduced the number of crimes by 73%.

Our efforts are aimed at ensuring the safety of citizens and the peace of their families.

The next strategic direction is the orientation of state policy towards citizens. Over the past five years, we have created a system aimed at improving the quality of life of Kyrgyz citizens.

This means that all measures we take must work for the benefit of the people.

During this period, about 936 social facilities were built, including schools and hospitals.

In the field of education, we opened hundreds of new schools and kindergartens, providing thousands of places for students.

In healthcare, dozens of institutions have been modernized, and the construction of a medical city in Bishkek has been launched.

We also increased the income of the population by raising wages and social payments.

The volume of funds for pension payments grew from 50.8 billion soms to 105.4 billion soms.

Increasing wages and payments remains a priority of our policy.

We also pay attention to social support for large families and low-income households.

Developing road infrastructure is an important area of work.

Over five years, more than 3,700 kilometers of roads have been asphalted, improving transport accessibility and promoting business development.

We modernized airports, which improved conditions for international air transportation.

As a result, we have reached the stage of removing Kyrgyzstan from the "black list" of the European Union, which will open new opportunities for tourism and investment development.

Dear compatriots!

We have begun the implementation of the "China - Kyrgyzstan - Uzbekistan" project, which will change the geopolitical role of the country.

The construction of the "Kambar-Ata-1" hydropower plant will allow Kyrgyzstan to become an exporter of electricity.

We are also modernizing existing hydropower plants, which will ensure the stability of electricity supply.

In the Issyk-Kul region, the construction of the "Ala-Too Resort" ski cluster has begun, which will create new jobs.

We will launch the construction of the "Jyrgalan" ski resort in December of this year.

The program for revitalizing industry has become our priority policy.

Agriculture, as the basis of life for the majority of the population, has received significant attention.

Over five years, the volume of agricultural production approached 2 trillion soms.

Our efforts have allowed Kyrgyzstan to fully provide itself with six out of nine major food items.

More than 60 types of agricultural products are exported to 80 countries around the world.

We focus on modernizing irrigation infrastructure, which has increased crop yields and agricultural efficiency.

One of the main conditions for a decent life is the availability of housing.

I understood the scale of the housing problem when I took office. We became partners with citizens in solving their housing issues.

Over five years, more than 4,600 families received keys to new apartments, which is a record figure.

The "My Home" program has become the largest in the history of Kyrgyzstan. We distribute funds evenly between the north and south of the country.

We have proven that we can solve long-standing problems. Our goal is to create conditions for a comfortable life for Kyrgyz citizens.

All these achievements are the result of systemic state policy.

We changed the philosophy of governance, and now the state serves its citizens.

I feel a great responsibility to my homeland and the people.

Five years have passed quickly, but it has been a time of serious trials and decisive steps.

We laid the foundations for a new stage of development, defined directions, and limits of responsibility.

In 2025, I signed a decree on the National Development Program until 2030, which will become our strategic guideline.

By 2030, we plan to achieve a gross domestic product per capita of 4,500 dollars.

These are large-scale tasks that require unity and discipline.

Dear compatriots!

I believe in the future of Kyrgyzstan and in our ability to meet challenges.

Achieving strategic goals requires dedication and patriotism from all leaders.

We are open to investors and are creating favorable conditions for business.

I urge law enforcement agencies to protect honest business.

Local leaders must work honestly and prevent corruption.

We want entrepreneurs to become the heart of Kyrgyzstan's economy.

The state will support them and create conditions for development.

Every government body must serve the people and the state.

Political games are unacceptable, as they undermine the trust of the people.

Every leader must fulfill their duties conscientiously.

We must establish an effective management system.

With God's help, the SCO summit will take place in Bishkek at the end of August.

We have major events ahead, including the World Nomad Games.
