Sadyr Japarov spoke at the IV People's Kurultai (text of the speech)
Today, December 25, the President of Kyrgyzstan, Sadyr Japarov, addressed the people, the deputies of the Jogorku Kenesh, and the participants of the IV People's Kurultai, discussing the current state of affairs in the country and the main directions for development.
Before the start of the Kurultai meeting, the President familiarized himself with the tapestry "Ulut demi — Unguzhol" (The Spirit of the People — Its Original Path), symbolizing the unity and harmony of the multinational people of Kyrgyzstan, connecting historical memory, modernity, and the future.
The IV People's Kurultai includes 690 delegates, including representatives of labor migrants and ethnic communities.
At the event, 11 members of the counting commission and 17 members of the National Council were approved, after which the latter elected its chairman and two deputies.

“Dear delegates of the IV People's Kurultai!
I congratulate you on your election and the mandate you have received through the trust of the people!
First of all, I want to congratulate you on your election.
Dear delegates!
My speech will be quite lengthy, as I intend to detail the current affairs and plans for the future.
I ask you to be patient and listen carefully.
Dear Kyrgyzstanis!
Today we open the session of the IV People's Kurultai. This institution, which has become an important part of our political system, serves as a bridge between the past and the future of Kyrgyz statehood.
The People's Kurultai is the foundation of democracy. Here, the voice of each region and each community reaches the highest authorities, where unified decisions are made.
It has proven its role as a pillar of trust between the people and the government, demonstrating that state power listens to the people and considers their needs.
With each passing year, the People's Kurultai becomes an increasingly authentic voice of the people.
Dear Kyrgyzstanis!
Today I want to assess the current state of our country, determine the further course, and outline the main directions for the coming years for building a new Kyrgyzstan.
Kyrgyzstan is confidently strengthening the foundations of its statehood. The reforms being implemented contribute to the unity of society, openness of dialogue, and effective governance.
Having ensured internal harmony, we have focused our efforts on national security, improving the quality of life, and creating conditions for economic growth.
Over the past four years, the economy of our country has shown record growth.
This is the result of the comprehensive development of key sectors and the increase in the efficiency of state governance. The average GDP growth rate over the past three years has been 9.8 percent.
This year, economic activity also remains at a high level. For the 11 months of 2025, real GDP growth was 10.2 percent, which is the highest figure.
According to the International Monetary Fund, in 2024 Kyrgyzstan was among the three countries with the highest real GDP growth rates, confirming the effectiveness of our economic policy and the correctness of the chosen strategy.
If in 2020 the budget volume was 247.7 billion soms, by the end of this year it reached 1 trillion 93 billion soms, which is almost four times more in a short historical period.
This dynamics indicates strong financial foundations of the country and the success of the reforms being carried out.
According to global rating agencies, in 2025, Kyrgyzstan's sovereign credit rating was raised to "B+", which is a significant step towards increasing the country's international authority and investment attractiveness.
All indicators confirm that the economy of Kyrgyzstan is on the path of sustainable growth. We have a solid financial base and confidence in the future.
Our task is not to lose the successes achieved and to ensure that all citizens feel the benefits of economic growth, creating a solid foundation for the future.
In 2021, the Decree "On the National Development Program of the Kyrgyz Republic until 2026" was signed, within which the set goals are being implemented.
In a number of indicators, the results exceeded expectations. In 2024, GDP per capita amounted to 2,513 dollars, the unemployment rate decreased to 3.7 percent, and the poverty level decreased by 4.1 percentage points compared to 2023.
Large-scale construction projects require significant funding.
Many are wondering where such financing comes from.
An example is the return of the "Kumtor" deposit to state ownership. This year, the net profit from "Kumtor" amounted to 678 million US dollars.
If before 2020 "Kyrgyzaltyn" did not even bring in 1 million dollars in profit, this year its income amounted to 200 million dollars. The Makmal deposit, which previously received subsidies, this year reported a net profit of 670 million soms.
The gold shop "Kyrgyzaltyn," opened last year, generated 735 million soms in net profit over the year.
Enterprises such as "Kyrgyzstan Air Roads" and "Kyrgyz Temir Zholu," which operated at a loss, are now showing profits.
Thus, the sources of funding are indeed linked to these sectors.
We are opening a new chapter in the history of the country.
Recently, ambitious goals have been set and a National Development Program until 2030 has been adopted, which outlines priority areas for the next five years.
A program has been distributed to each delegate for review.
In your free time, you can study it carefully.
The program until 2030 includes four key areas: industrialization, the creation of a transport and logistics hub, the development of agriculture and tourism, as well as the activation of green energy.
As part of industrialization, we plan to double the volume of industrial production and increase the share of investments in fixed capital to 50 percent.
Industrial and technoparks will be created in the regions, and large production facilities will be built.
To form a transport and logistics hub, new roads, logistics centers, and warehouse complexes will need to be constructed.
The rules for cargo transportation will be simplified, and administrative barriers will be removed. Agriculture must reach a high technological level and become a profitable sector.
Our goal is to double processing volumes, ensure food self-sufficiency, and increase exports.
Tourism will develop as a modern, profitable industry that meets international standards. Infrastructure will be built: hotels, roads, airports, tourist routes, and recreation areas.
By 2030, the share of tourism in GDP will reach 7 percent, and Kyrgyzstan will be among the top 50 tourist countries in the world.
Dear compatriots!
Support for small and medium-sized businesses is one of the priorities of the National Development Program until 2030. This sector serves as the locomotive of the economy and creates jobs.
The state aims for every citizen of Kyrgyzstan to live with dignity, be close to their family, and build their future through their labor.
Our goal is to create conditions that allow everyone to look confidently towards tomorrow and develop.
Small and medium-sized businesses have become the backbone of our economy.
As of the end of the first nine months of 2025, this sector has grown significantly.
The gross value added produced by small and medium-sized enterprises increased by 46.4 percent, amounting to 641 billion soms, and its share in the gross domestic product rose from 42.6 percent to 51.7 percent.
The number of small and medium-sized enterprises increased by 12 percent, reaching 20,000.
The number of employees in this sector increased by 5.3 percent, totaling 617,000 people.
These results are the outcome of your labor and initiative.
The state will continue to support you.
We will create favorable conditions for business by introducing transparent rules for conducting entrepreneurial activities, providing financial support, and protecting against unjustified administrative barriers.
Every entrepreneur, whether a novice businessman or an experienced entrepreneur, can count on state support.
Dear entrepreneurs!
I know that some of you face excessive inspections and injustice.
I am aware of this.
After the New Year holidays, I plan to gather you, representatives of law enforcement agencies, and the business community to openly discuss all issues and make appropriate decisions.
Significant concessions will be provided for businesses.
Dear Kyrgyzstanis!
We are witnessing an increase in investments in fixed capital.
This means the opening of new enterprises and the creation of jobs.
More and more citizens are investing in production and innovation, which indicates trust in the state.
Kyrgyzstan is becoming an attractive country for international business, facilitated by the growth of foreign investments and interest from large companies.
We are taking measures to create a safe environment for investors. Investment procedures are being simplified, bureaucratic barriers have been removed, and digital services have been implemented.
Today, Kyrgyzstan is a convenient country for work and production.
We need to expand the participation of foreign investors and increase the influx of capital into various sectors of the economy.
We will continue an open policy to make Kyrgyzstan an attractive region for investments.
We are building a country where private and foreign capital is protected.

Ensuring national security is a concern for the future of the state and society.
Kyrgyzstan today demonstrates that it is becoming a strong state: there is a decisive fight against corruption and crime.
Corruption is a parasite that undermines the trust of the people and hinders economic development.
We strive to eradicate this evil forever.
Our rules are simple: if you steal, you will be held accountable under the law. Everyone is equal before the law.
The fight against crime will continue, and we will dismantle the mechanisms that support crime.
Thanks to our efforts, law enforcement agencies have returned hundreds of billions of soms to the budget, previously appropriated by criminals.
These are the people's funds, which should serve society.
We are on the path of purification and will not deviate from it.
We are building a new Kyrgyzstan, where the law protects honest people and punishes criminals.
The stronger the state power, the freer the people.
Dear Kyrgyzstanis!
Alongside corruption, one of the serious problems for our country has been illegal privatizations.
Some selfish individuals have unlawfully appropriated numerous state assets, causing colossal damage to the state.
We are returning this property to the people and restoring justice.
The work of law enforcement agencies is yielding results — hundreds of billions of soms have been returned to the state.
This is common property that should serve the interests of society.
We guarantee the protection of private property.
The state will never encroach on legally acquired assets.
People who have enriched themselves through theft will no longer go unpunished.
The era of impunity has ended.
We are restoring the trust of the people in the state.
Dear Kyrgyzstanis!
For a long time, one of the serious problems for Kyrgyzstan has been the lack of clearly defined state borders.
The complete resolution of border issues is a guarantee of the country's security and independence.
I express my gratitude to the members of the intergovernmental commission.
Thanks to the peaceful resolution of border issues, Kyrgyzstan has ensured security in Central Asia.
We will live in friendship and cooperation with our neighbors.

A country without a reliable army and order is a country without a future.
We are modernizing the defense sector and acquiring modern equipment.
Updated training standards for military personnel and improved social guarantees will make our army stronger.

Order is a mirror of the state.
We set ambitious goals. Kyrgyzstan should be associated with order and justice.
Law enforcement agencies must serve the people.
We will continue digitalization and enhance the qualifications of personnel.
We will create a modern security personnel training system.
The "Safe Country" project will ensure order and security.
Every citizen has the right to protection, and the state is obliged to protect this right.
Dear compatriots!
The development of the judicial system is an important pillar of our statehood.
The judiciary must be fair and impartial.
Dissatisfaction with the work of the courts has long been high.
The court must be strict and humane.
We have carried out serious reforms in the judicial system, increasing judges' salaries.
Corruption and pressure should have no place.
Judges who do not wish to serve honestly will be dismissed.
The state will strengthen the judiciary and protect judges from external influence.
I appeal to all judges: your decisions must be based on the law.
Dear Kyrgyzstanis!
We are working to strengthen the infrastructure of all regions. We are building roads, hospitals, and schools.
Each region must show results and become self-sufficient.
Kyrgyzstan is a united state, and the success of one region is the success of the entire country.

We have achieved historic results in providing citizens with housing. In 2025, more than 4,600 families received apartments, which is half of the total over the past four years.
The state program "My Home" is truly a people's project.
The volume of funding for residential construction has exceeded 40 billion soms.
About 70,000 apartments are being built across the country.
Kyrgyzstan should become a country where everyone's labor is rewarded with a decent life.
Dear Kyrgyzstanis!
Agriculture is the foundation of social stability and food security for Kyrgyzstan.
We must ensure our food supply. Thanks to preferential lending, farmers are developing their farms.
Agricultural industrial clusters are being created, providing a complete production cycle.
Our goal is to turn Kyrgyzstan into a country with high added value.
We are building a new Kyrgyzstan based on strong institutions and trust between the state and society.
I appeal to civil servants: your mission is to serve the people and solve their problems.
We cannot allow inaction.
Every civil servant must work for results and care for citizens.

We must change our worldview and culture.
We are obliged to preserve nature for future generations.
Every parent must raise their children with love for nature.
Protecting women and children is our principled position.
The state will take strict measures against violence.
It is necessary to change the social culture.

Respect for teachers and doctors is the foundation of a strong state.
We must restore the authority of these professions.
From April 1, 2026, the salaries of teachers and doctors will be increased by 100 percent.
Dear Kyrgyzstanis!
Road safety culture is an important issue.
We will implement new driver training standards.
The state will not allow fraud.
We will strengthen control measures and protect citizens from crimes.

We must strengthen interethnic respect and tolerance.
Kyrgyzstan is a multiethnic country, and strength lies in unity.
We must free ourselves from prejudices and open up to the world.

The state is actively working on the development of religious education.
We must strengthen the institution of the family and support large families.
From January 1, 2026, mothers of large families will receive benefits.
To achieve the goals of the National Development Program until 2030, we need healthy and active citizens.
Medical infrastructure is expected to be renewed, and a system protecting every citizen will be created.

Education and sports are two foundations of our future.
We will develop sports infrastructure and engage youth in sports.
Culture is the heart of the country, and we must support its development.

We are conducting large-scale construction works across the country.

Energy is a strategic foundation of national security.
We are modernizing the energy system and building new hydropower plants.
