The Committee of the Jogorku Kenesh rejected the bill "On Amending the Law 'On Advertising'" in the first reading

Today, March 2, the Committee of the Jogorku Kenesh of the Kyrgyz Republic, responsible for science, education, innovative development, information technology, as well as culture, sports, and youth affairs, reviewed and rejected the proposed bill "On Amending the Law of the Kyrgyz Republic 'On Advertising'" in the first reading.

The initiator of this bill is Deputy Dastan Bekeshev.

According to Bekeshev, the purpose of the bill is to protect the interests of homeowners' associations and property owners, allowing them to legally earn income from the placement of advertising structures. He also emphasizes that the project is aimed at preventing illegal bans on the installation of modern advertising media, including LED screens.

Dastan Bekeshev reminded that, according to the resolution of the Bishkek City Kenesh No. 134 dated May 14, 2024, a de facto ban on the installation of LED screens on the facades of residential buildings was introduced. "This contradicts current legislation and the Constitution," noted the deputy, adding that the Bishkek mayor's office requires obtaining an expensive facade passport for the installation of such structures.

During the discussion, deputies such as Gulsharkan Kultaeva, Saltanat Amanova, and Committee Chair Toktobubu Ashymbaeva pointed out some provisions of the bill and the conclusion of the Cabinet of Ministers, indicating a conflict between various regulatory legal acts. Deputy Bolot Sagynaev raised questions about the formats and standards of LED screens, suggesting that additional provisions regarding coordination with local self-government bodies be included in the law. Deputy Mayor of Bishkek Azamat Kadyrov added that the installation of LED screens without prior coordination could negatively affect compliance with the capital's design code, especially regarding the placement of such structures on the facades of residential buildings, including Soviet-era buildings, as it may violate architectural integrity.

Dastan Bekeshev noted that amendments concerning zoning of territories and coordination with local self-government bodies will be made to the bill during the second reading. Deputy Seidbek Atambaev supported the initiative, indicating that in other countries, the installation of LED screens on the facades of residential buildings is allowed, taking into account zoning and brightness restrictions. Deputy Sovetbek Rustambek uulu also expressed support for the bill, highlighting the importance of a mechanism for placing LED screens in regions, especially on the facades of private houses.
