At the parliamentary meeting held on December 24, deputies raised important issues concerning the socio-economic development of the country. The heads of ministries, including the Chairman of the Cabinet of Ministers Adylbek Kasymaliev, were present in the hall and answered questions.
Deputies asked questions about the funding of the social sphere, the implementation of investment projects, and the effectiveness of budgetary fund usage.
Deputy Yrysbek Atazhanov emphasized the need for gasification of the villages in the Kadamjai district of the Batken region and demanded to expedite the construction of the "Ak-Suu" pool in the Iskhak-Polotkhan rural administration, which is important for the region's water supply. Seidbek Atambaev requested support for the development of road and transport infrastructure in the Kumtu rural administration of the Chui region.
Bekmurza Ergeshov expressed interest in the expected budget revenues due to the reduction of the shadow economy and raised the issue of government programs to combat poverty. Sovetbek uulu Rustambek touched on the problem of the lack of land plots in the Nookat district of the Osh region, noting the need to improve access to the state housing program.
Elvira Surabaldiyeva proposed discussing the construction of a new hospital on the territory of the former narcological dispensary in the Pervomaisky district of Bishkek, while Gulya Kozhokulova emphasized the importance of developing a General Plan for the capital and mortgage lending in the regions.
Janarbek Akayev suggested allocating funds for the reconstruction of the Sary-Tash-Irkeshtam road in the Aylai district of the Osh region and revising the procedure for indexing social benefits in the context of inflation. Baktyyar Kalpaev noted the need for housing construction in the cities of Kadamjai, Aydarken, Kyzyl-Kiya, and Razakov.
Mahabat Mavlyanova raised the issue of the lack of educational institutions in the Nookat district, while Altynbek Kylchbaev proposed creating mechanisms for preferential mortgages for teachers and medical workers. Azamat Isirailov requested to include in capital investments the construction of a new building for the Nysanova secondary school in Osh, a new hospital in the Aravan district, and the development of irrigation networks.
Nilufer Alimjanova inquired about plans for opening rehabilitation centers, to which Kasymaliev responded that construction is planned in the cities of Osh and Karakol next year. Ilimbek Kubanychbekov asked about the implementation of a voucher mechanism for financing educational services.
As a result of the meeting, draft laws on amendments to the budget for 2025, as well as the republican budget for 2026, were adopted in three readings. Additionally, the Jogorku Kenesh approved the report on the execution of the budget for 2024.
