Kyrgyzstan: Personnel Changes from January 26 to 30

Over the past week, several significant personnel changes have occurred in Kyrgyzstan.

Kairat Tursunkulov has been appointed Deputy Minister of Foreign Affairs.


He replaces Temirbek Erkinov, who has been transferred to the position of Deputy Minister of Health.

Kairat Tursunkulov was born on May 23, 1985. Since 2009, he has been working in the Ministry of Foreign Affairs, starting as an intern and rising to the position of Director of the State Protocol Department. He has also worked in the government apparatus and in Kyrgyz diplomatic missions in Germany, Austria, and Belgium, holding the diplomatic rank of First Class Advisor.

Dastan Uraanov has been appointed Deputy Director of the Urban Development Department.


This position was previously held by Daniyar Bapyshov, who now heads the department.

Dastan Uraanov has an education in urban planning and has been working in architecture since 2015. Previously, he served as the head of Production Department No. 8 in the Urban Development and Architecture Department.

Bolot Junusov has become the Director of the State Enterprise "Kyrgyzpharmacia."


He was preceded in this position by Talant Sultanov, who left office on January 19, 2025.

Bolot Junusov, born in 1973, is a diplomat and a candidate of economic sciences. He has held various positions, including Deputy Head of the Government Apparatus of Kyrgyzstan and Ambassador of the country to Russia.

Additionally, Samarbeka Bolotbekov has been appointed Deputy Director of "Kyrgyzpharmacia." Previously, he served as the head of the Sverdlovsk District Administration of Bishkek, Mayor of Naryn, and also headed the Department of Individual Housing Construction in the capital. He is the founder of the law firm "Lux-Consult" and an expert in law and development.

Elvira Esengul kyzy has been appointed Deputy Chair of the Board of JSC "GIK."


This position was previously held by Asylgul Sydykova. Elvira previously worked as an accountant at the State Enterprise "Kyrgyz Temir Zholu."

The Ambassador of Kyrgyzstan to Ethiopia, Adylbek Tultemirov, has now also become the Permanent Representative to the African Union.


Recall that he was appointed Extraordinary and Plenipotentiary Ambassador of Kyrgyzstan to Ethiopia in October 2025.

Aynura Usenbekova has been appointed Deputy Director of the Entrepreneurship Development Department of the EEC.


She was born in 1984 and graduated from Issyk-Kul State University with a degree in "Management in Tourism," as well as a master's degree from the Academy of Management under the President of the Kyrgyz Republic in "Public Administration." From 2022 to 2025, she served as Deputy Minister of Economy and Commerce.

Myrlan Turgunbekov has become Deputy Secretary General of the CSTO.


By the decree of the President of Kyrgyzstan, he has taken a quota position from January 1 to December 31, 2026. This post was previously held by Taalatbek Masadykov, who now heads the CSTO.

Myrlan Turgunbekov has significant experience in leadership positions in the public sector, including work in the Ministry of Foreign Affairs and in areas related to security and international cooperation.

Five judges have been appointed to district courts.
