Ministry of Energy of the Kyrgyz Republic: Development of the Feasibility Study for the Construction of the Lower-Tarskaya Hydroelectric Power Station and Reconstruction of the Bystrovskaya Hydroelectric Power Station is Underway

The KRED project, as one of the initiatives aimed at addressing the electricity shortage in the country, includes the construction of the Lower-Tar Hydro Power Plant and the upgrade of the Bystrovskaya Hydro Power Plant, as reported by the Ministry of Energy of Kyrgyzstan.

As part of this work, in January 2026, specialists from OJSC "Chakan HPP" together with consultants from QingYuan Engineering Consultants Ltd. conducted a field visit to the construction sites of both facilities. They carried out a detailed analysis of the areas, studied the natural, engineering-geological, and hydrological conditions, as well as assessed the terrain and the current state of the sites. This data will be used to develop design solutions.

In addition, the World Bank provided Kyrgyzstan with an interest-free loan of $43.2 million for a period of 50 years, including a 10-year grace period, to finance the construction of the Lower-Tar Hydro Power Plant and the reconstruction of the Bystrovskaya Hydro Power Plant.
