Lieutenant General Alekseev, who has held the position of First Deputy Chief of the Main Directorate of the General Staff of the Armed Forces of Russia (formerly known as the GRU) since 2011, is one of the central figures in Russian military intelligence. He was awarded the title of Hero of the Russian Federation for his participation in the military operation in Syria.
Alekseev's name has also appeared in Western investigations related to influence operations, including the alleged interference in the U.S. presidential elections. As of now, the official details of the attack and the motives of the shooter remain unclear.
