Kasymaliev emphasized the importance of continuing reforms under the "Government Accelerators" program and monitoring their implementation. In 2025, 12 reforms aimed at addressing various socio-economic issues were initiated, and all of them achieved their goals. The results of the last two reforms were summarized at this meeting.
One of the outcomes of the reforms was the simplification of the process for obtaining permits for international road transport to China. Previously, Kyrgyzstan and China exchanged a mutually agreed quantity of permit forms on a parity basis, with 130,000 such forms exchanged in 2025. The main problem was the insufficient integration of information systems and the lack of an electronic coordination mechanism. Previously, to obtain a permit form, a carrier had to gather a specific set of documents and personally visit the Ministry of Transport, which took up to 24 hours. Now, this process has been reduced to 10 minutes.
A system called e-Permit was developed for electronic coordination and issuance of special permits, with the implementation of online application submissions and cashless payments through electronic wallets. Information exchange between the relevant authorities is now fully conducted in electronic format through the "Tündük" platform.
The second reform was the simplification of the transport control procedure at the border with EAEU member states. Entrepreneurs and logistics companies had long faced a lack of data exchange between Kyrgyzstan and other EAEU partner countries in the field of transport control. This led to delays, as carriers had to provide documents in paper form. Within 100 days, the information exchange system was updated and integrated, allowing for the automation of processes and improved interaction between agencies. An electronic issuance of permits for cabotage transport was also implemented, significantly reducing the time for crossing borders and lowering administrative barriers.
The meeting also discussed important issues related to preparations for international events, the implementation of infrastructure projects, and current tasks. Following the meeting, relevant instructions were given.
