Torobaev: In 2025, Kyrgyzstan's budget will reach a record 1 trillion soms

On February 10, the Deputy Prime Minister of Kyrgyzstan and Minister of Water Resources, Agriculture, and Processing Industry Bakyt Torobaev participated in a meeting of the Collegium of the Ministry of Economy and Commerce, where the results of 2025 were discussed.

According to the press service of the Cabinet, in his speech, Torobaev stated that 2025 would be a landmark year for Kyrgyzstan, marking it as a period of economic stability and significant transformations.

“Despite global challenges, we have managed to maintain high growth rates. We understand that stability is the foundation for sustainable development. In 2025, the country achieved socio-political and economic stability. This allowed the consolidated budget to exceed 1 trillion soms,” he noted.

According to Torobaev, this event became an important milestone in the financial history of the country. Comparing with 2020, the budget grew almost fivefold — from 247.8 billion soms to 1 trillion 101 billion soms in 2025.

“Our achievements are not only in numbers but also in qualitative changes in the economic structure. The economy is confidently transitioning from a consumer model to an investment-industrial one. In 2025, GDP increased by 11.1%, approaching the historical milestone of 2 trillion soms. This is a logical result of sustainable growth of around 10% in recent years,” emphasized the Deputy Prime Minister.

He added that economic activity in the country has noticeably increased. Thanks to reforms and state support, significant results have been achieved in socio-economic development in 2025.

Thus, the processing industry demonstrated growth of 30.1% compared to 2024. The services sector also became a key driver of the economy, with its volume exceeding 1 trillion soms, reaching 1 trillion 11.6 billion soms with a growth of 10.9%. Compared to 2020, the services sector increased by 3.5 times.

The construction sector also showed significant growth. If in 2019 the gross output of construction was 172 billion soms, by 2025 it increased to 438.4 billion soms, which is 2.5 times. Capital investments rose from 6.1 billion soms in 2021 to 51.9 billion soms in 2025, indicating accelerated development of the industry.

Agriculture also demonstrates sustainable development: the gross output increased from 249.5 billion soms in 2020 to 459.7 billion soms in 2025, nearly doubling.

As part of strategic planning, an Action Plan for the National Development Program until 2030 was developed, which includes priority areas and key tasks. The document contains major national projects, including the implementation of the China-Kyrgyzstan-Uzbekistan railway, which has already entered an active phase.

Priority projects remain such as the construction of the Kambaratinskaya HPP-1, as well as the development of wind and solar energy, and small hydropower plants within the framework of international cooperation.

Special attention is also paid to the development of tourism. Important projects include “Ala-Too Resort,” “Chatkal Resort,” and other tourist clusters.

Work on creating a special financial and investment zone “Tamchy” continues, which should attract additional investments and stimulate business activity.

At the end of the meeting, Bakyt Torobaev issued a number of instructions to the Ministry of Economy and Commerce, emphasizing the importance of consistent interaction and strengthening measures for the qualitative implementation of priority projects.
