According to the minister, under the current legislation on local self-government, issues related to the local budget should fall under the jurisdiction of structures operating within local self-government bodies (LSG). In particular, Bishkek and Osh have independent status and budget; however, financial management still remains with the Ministry of Finance.
“Currently, the structure of the Ministry of Finance is responsible for preparing the budget, accounting for its execution, and defending the budget in the city council. This is somewhat incorrect,” Baketaev noted.
He added that specialized financial structures will be created within the city administrations for the purpose of managing local budgets.
