Akmatov was born in 1978 in the village of Ak-Turpak, located in the Kadamjai district of the Batken region. He obtained a law degree from the Osh State Law Institute and also studied at the Academy of Management under the President in the "Management" program.
In his career, he started working in 2008 as a leading specialist in the Kadamjai district state administration.
After that, he worked in the office of the authorized representative of the government in the Batken region, where he progressed from a chief specialist to the head of a department and advisor to the authorized representative. Prior to his current appointment, he headed the personnel and legal support sector.
At present, Akmatov holds the class rank of inspector of the state civil service of the Kyrgyz Republic, 1st class.
