The Karakol City Court issued a verdict on December 23, 2025, against the former director of the municipal enterprise "Vodokanal" in a case of abuse of official powers.

According to information provided by the press service of the State Committee for National Security (GKNB) in October 2025, the investigation established that in 2023, a tender was held to drill three wells in the territory of one of the water intake facilities to provide the city of Karakol with quality drinking water. The tender amount was 38 million 927 thousand soms, and the work was to be completed by December 31, 2023.

However, the responsible employees of LLC "B" deviated from the project, citing difficulties related to the terrain, and used substandard materials. As a result, there was insufficient water from the drilled wells. At the same time, despite the non-compliance of the completed work with the project, the officials of "Vodokanal" signed inflated acts of completed work, leading to damages of over 6 million soms to the state budget. During the investigation, the head of "Vodokanal," O.Zh.K., and an employee of LLC "B," D.R.K., were detained.

According to the materials of the State Register of Judicial Acts, O.Zh.K. was appointed as the director of "Vodokanal" by an order from the mayor of Karakol and was responsible for the financial and economic activities of the enterprise, including organizing the work of all structural divisions and fulfilling obligations to local budgets and creditors.

The investigation concluded that O.Zh.K., having abused his powers, participated in a crime against the interests of the state service. His duties included announcing the tender for drilling wells, which was won by LLC "Vodokanalstroy" with a price of 38 million 927 thousand 200 soms.

According to investigative data, O.Zh.K. was aware of the project requirements for the pipes but ordered pipes with a smaller wall thickness, violating the project conditions. He signed the act of completed work, knowing about the discrepancy between the actual materials and the project documentation. The cost estimator determined that the difference in the cost of the pipes amounted to 1 million 328 thousand 882 soms. As a result, the actions of O.Zh.K. caused significant damage to the state, which, however, was fully compensated.

Based on the above, the investigative authorities qualified the actions of O.Zh.K. as abuse of official powers, leading to serious consequences. D.R.K., as the director of LLC "B," was also found guilty of complicity in this crime.

At the court hearing, both defendants admitted their guilt and agreed to enter into plea agreements, which were signed voluntarily after consultations with their lawyers. The state prosecutor confirmed this and requested the court to consider the case without a trial.

The court, having reviewed the case materials, found O.Zh.K. guilty under Articles 40 and 337, Part 3 of the Criminal Code, imposing a fine of 300 thousand soms. The measure of restraint in the form of house arrest was replaced with a pledge not to leave.

Similarly, D.R.K. was found guilty and received a fine of 300 thousand soms, and the measure of restraint was also changed to a pledge not to leave. The verdict can be appealed in the Issyk-Kul Regional Court within 30 days from the date of its issuance.
