
The start of the dismantling is related to the fact that urban planning services identified discrepancies between the object and the approved project. The developer was carrying out work with serious deviations from the established parameters, and the new project was not even presented at the meetings of the urban planning council. Instead of the promised restoration of the fountains and preservation of the architectural appearance of the square, capital metal structures began to be installed on the site, which the city hall regarded as a clear violation of urban planning norms.
Currently, the city authorities intend to completely clear the area and restore its original appearance. The restoration of the fountain composition will be a mandatory condition for bringing the square into order. Earlier, the management of the shopping center assured that the fountains would not be touched; however, the actual construction has cast doubt on their commitments.
All costs for the operation of special equipment and forced dismantling will be borne by the developer. City services will continue their activities until the site is completely cleared of construction materials and debris.
